Understanding Your Fire Door Legal Duties
Responsibility for fire doors sits with the building's “responsible person” or duty-holder — and the legal framework has tightened significantly. These are the key duties MGN Group helps you meet across the UK:
Regulatory Reform (Fire Safety) Order 2005
The primary fire safety legislation for non-domestic premises in England & Wales. Requires the responsible person to ensure fire doors are correctly specified, installed and maintained.
Fire Safety Act 2021 & Fire Safety (England) Regulations 2022
The 2022 Regulations introduced specific fire door duties: in buildings over 11m, responsible persons must carry out quarterly checks of communal fire doors and, on a best-endeavours basis, annual checks of flat entrance doors.
Fire (Scotland) Act 2005 & Fire Safety (Scotland) Regulations 2006
The equivalent duties for premises in Scotland — MGN Group's home jurisdiction and where our compliance track record was built.

For buildings over 11m in England, the Fire Safety (England) Regulations 2022 require quarterly checks of communal fire doors and annual checks of flat entrance doors. As best practice, all fire doors in commercial and public buildings should be professionally inspected at least annually — and more frequently in high-traffic settings. MGN provides both routine checks and formal third-party inspections.
The legal duty sits with the building's “responsible person” or duty-holder — typically the owner, employer or managing agent. They must ensure fire doors are correctly installed and maintained, though the physical work can be delegated to a competent specialist such as MGN. The responsibility itself cannot be transferred.
The number is the door's tested fire-resistance in minutes: an FD30 provides 30 minutes and an FD60 provides 60 minutes. An added “S” (FD30S / FD60S) means the door also includes cold-smoke seals. The right rating depends on the building's fire strategy — we specify the correct door for each opening.
Yes. A fire door only performs as a certified assembly — leaf, frame, seals, glazing and ironmongery tested together. Doors should carry certification and traceable labelling, and installation and maintenance should ideally be third-party certificated (e.g. BM TRADA Q-Mark) so compliance can be independently demonstrated.
Many defects — damaged seals, excessive gaps, faulty closers or minor damage — can be repaired without replacing the door, provided the repair doesn't compromise its certified rating. Where damage is beyond compliant repair, the assembly should be replaced. An MGN inspection tells you which, with a prioritised remedial schedule.
A third-party inspection is carried out by an independently qualified inspector (e.g. FDIS-registered) against a formal check of every component. Because the inspector is independent and accredited, the resulting report carries far more weight with insurers, enforcing authorities and fire risk assessors than an in-house check.
